The Office of the Ombudsman has formally filed graft charges against suspended Minglanilla Mayor Rajiv Enad, Vice Mayor Elanito Peña and 11 other local officials for deliberately blocking a quarry rehabilitation plan despite clearances from national environmental agencies.
